Shortly after taking up office Lung Tutu telegraphed to Peking that the revenue from Land tax, native customs dues, likin and salt amounted only to g1,700,000 per mensem while the monthly

has press/continued its daily tale of armed robbery, blackmail, cattle- -lifting and kidnapping, of launches and native craft pirated, of towns looted, of frantic telegrams from Chambers of Com erce appeal -ing for protection, of Government troops being driven back "after fierce fighting" and of reinforcements tardily sent. It may suffice here to state that during the period under review the condition of the province showed no improvement: rather the reverse, since the normal numbers of the brigands were augmented by considerable bands of rebellious Lu Chun, expelled from Canton
